Building a Scalable Controls and Commissioning Workforce

The Challenge

A global logistics automation and material-handling technology company specializing in automated solutions was experiencing significant growth. The anticipated demand exceeded the capacity of the client’s existing workforce plan over the next 12-18 months, creating a critical gap in available controls and commissioning talent.

While the client had established internal hiring plans, the volume, timing, and locations of upcoming site installations required additional resources. To ensure project schedules, quality standards, and commissioning milestones remained on track, the client sought a flexible workforce solution that could rapidly scale to meet project demands.

The Solution

Oxford provided a scalable controls and commissioning workforce. Each engineer participated in a kickoff and onboarding process that aligned them to client systems, stakeholders, project expectations, site requirements, and delivery objectives, enabling rapid integration and productivity from day one.

We provided an internal planning board, which created real-time visibility into resource allocations, upcoming availability, site coverage, and potential gaps across the program. Through weekly reviews, our deployment and support teams assessed project demand, validated assignments, identified risks early, and proactively adjusted to ensure the right skill sets were available as project requirements evolved.

We further supported the engagement through a workforce management framework that included performance management, stakeholder meetings, quarterly business reviews, and monthly financial reporting. This provided transparency, accountability, and consistent execution across all project sites while ensuring resources remained aligned to the client’s evolving project roadmap.

The Result

Oxford successfully scaled a national controls and commissioning workforce to support the client’s accelerated project roadmap, deploying more than 20 Controls and Commissioning Engineers across nine sites in six states. The team provided the specialized expertise required for controls implementation, system commissioning, and startup activities, enabling the client to execute multiple concurrent projects despite internal resource constraints.

Through a flexible deployment model, resources were mobilized and reassigned as project needs evolved, ensuring consistent site coverage, operational continuity, and successful project execution across the client’s growing portfolio.
